What Lobbyist is
Lobbyist is an independent analytics application built on top of the official Transparency Register of lobbying maintained by Ukraine’s National Agency on Corruption Prevention (NACP). We are not a state body and are not affiliated with the NACP – the register itself remains the official source of data.
Ukraine introduced statutory regulation of lobbying with Law No. 3606-IX “On Lobbying”, and the register opened in 2025 – a reform relevant to Ukraine’s commitments in the GRECO and OECD anti-corruption context. The goal of this project is to make that data easy to search and analyse: the official register makes it hard to find and compare individual reports, while Lobbyist collects them in a single database, shows the chain “entity → policy area → government body → official” and builds aggregate analytics.
The database currently holds 194 lobbying entities, 158 reports and 398 declared interactions with public authorities.
Methodology
- Entities and active entities. “Lobbying entities” are all records in the register; “active” are those whose register status is active.
- Targets and subject matters. A “lobbying target” is the public authority or official the lobbying is aimed at; a “lobbying subject matter” is the specific draft law, regulation or decision named in a report. Entities report every half-year.
- Interactions. Declared contacts between an entity and public authorities or officials. We only display what the entity itself declared in its report; the absence of data does not imply a violation.
- Reporting periods. The reporting period is the first or second half of a calendar year.
- Amounts as ranges. Financial figures are shown as the ranges prescribed by the NACP report form – exactly as declared by the entity.
- Matching officials. Officials named in reports are matched against the open data of the Verkhovna Rada by full name. A match can be confirmed, partial or absent; ambiguous cases are not attributed to a specific person without grounds.
- Language of the data. Policy areas, government bodies and interface labels are translated into English by hand. Free-text fields – entity names and lobbying subject matters – are shown as registered, in Ukrainian, to avoid distorting legal wording.

Updates
The data is synchronised with the NACP register regularly. Last synchronisation: 17 July 2026, 04:52 (Kyiv time).
New reports can be followed via the RSS feed: it lists the latest filed reports – entity, policy areas, draft laws and the number of interactions.
Frequently asked questions
What counts as lobbying under Ukrainian law?
Lobbying is activity aimed at influencing public authorities regarding the adoption, amendment or repeal of legal acts in the interest of a beneficiary. In Ukraine it is regulated by Law No. 3606-IX "On Lobbying"; lobbying entities must register and file periodic reports.
Who has to register as a lobbying entity?
Individuals and legal entities that lobby on a professional basis must register in the Transparency Register. After registration they file periodic reports on their lobbying subject matters and interactions with public authorities.
Where does Lobbyist get its data?
The primary source is the official NACP Transparency Register (transparency.nazk.gov.ua). Data on members of parliament used to match officials comes from the open data of the Verkhovna Rada (data.rada.gov.ua, CC BY 4.0 licence).
How often is the data updated?
The application synchronises with the NACP register regularly. The date of the last synchronisation is shown in the site header and in the "Updates" section of this page.
What do the spending ranges in a report mean?
Lobbying entities declare financial figures as ranges prescribed by the NACP report form, not as exact amounts. The site therefore shows the ranges exactly as declared by the entity itself.
