Who lobbies whom, and on what, in Ukraine
As of 31 August 2026, Ukraine’s Transparency Register of lobbying, maintained by the National Agency on Corruption Prevention (NACP), lists 205 registered lobbying entities, of which 167 are active (96 legal entities, 106 individuals and 3 representative offices of foreign companies). They have filed 305 reports covering 220 subject matters verified against official registers (draft laws, Cabinet resolutions, ministerial orders) – plus 540 more described without an identifier, involving 319 public officials, and declared 1,596 interactions with 103 government bodies. The most lobbied policy area is Financial, Banking, Tax and Customs Policy (747 subject matters), followed by Economic Development, Regulatory Policy and Property (501) and Energy and Utilities (371). The most active lobbyist is THE AMERICAN CHAMBER OF COMMERCE IN UKRAINE INC. (437 interactions).
