Who lobbies whom, and on what, in Ukraine
As of 17 July 2026, Ukraine’s Transparency Register of lobbying, maintained by the National Agency on Corruption Prevention (NACP), lists 194 registered lobbying entities, of which 170 are active (90 legal entities, 101 individuals and 3 representative offices of foreign companies). They have filed 158 reports covering 456 lobbying subject matters – draft laws, regulations and decisions – aimed at 378 lobbying targets (public authorities and officials), and declared 398 interactions with 47 government bodies. The most lobbied policy area is Financial, Banking, Tax and Customs Policy (256 subject matters), followed by Economic Development, Regulatory Policy and Property (111) and Energy and Utilities (96). The most active lobbyist is "ЄВРОПЕЙСЬКА БІЗНЕС АСОЦІАЦІЯ" (53 interactions).
